Dog Liability Insurance in Germany (Hundehaftpflicht): Mandatory Rules, Coverage & Providers

Hundehaftpflicht is Germany's mandatory dog liability insurance. Required in 6 federal states and by all HuTas. Covers €5M–€10M in damages from €35/year. Expat guide to providers & coverage.

Published:

Under § 833 of the German Civil Code (BGB), dog owners face strict liability (Gefährdungshaftung) for any damage caused by their dog. Unlike general negligence-based liability, you are financially responsible regardless of fault—even if your dog escaped without your knowledge.

Dog liability insurance (Hundehaftpflicht) covers third-party bodily injury, property damage, and financial losses caused by your dog. Policies cost between €35 and €65 per year and should provide a minimum of €5 million to €10 million in coverage.
